After recognizing and determining the distressed areas’ limits in the cities with over two thousand population, a district with 2500 hectares area was approved for Tabriz by the great council of Iran Urbanism and Architecture; this approved law included the historical, rural, marginal and middle fabric of Tabriz.

For all these fabrics, many skeletal policies, criteria, regulations and suggestions were presented.
